疫情防控常态化背景下矛盾纠纷转型及化解机制研究

受新冠疫情影响,人们的社会交往、互动模式等都发生了重大变化。社区矛盾纠纷在表现类型、发生场域、解决形式等方面出现转型,并呈现出发生领域广泛性、强关联性、反映渠道多元化等特征。如果新的矛盾纠纷不能得到妥善化解,不仅影响到国家治理能力和治理水平的提升,还可能威胁社会的和谐稳定与长治久安。化解疫情防控常态化背景下的矛盾纠纷,需要发挥中国共产党的领导的政治优势,完善“五治”融合的基层社会治理体系;创新化解矛盾纠纷的思路和理念,完善“网格化+网络化”双网协同的矛盾纠纷治理模式;引入“四环介入”模式,构建“全息”动态矛盾纠纷化解机制,最终实现社会的和谐与有序。

Research on the Transformation and Resolving Mechanism of Conflicts and Disputes Under the Background of Normalization of Epidemic Prevention and Control

Influenced by COVID-19,great changes have taken place in peoples social interaction and interaction mode.Community conflicts and disputes have undergone transformation in terms of performance types,occurrence fields and settlement forms,and showed the characteristics of universality of occurrence fields,strong relevance and diversification of reflection channels.If new contradictions and disputes cannot be properly resolved,they will not only affect the improvement of national governance capacity and governance level,but also threaten social harmony,stability and long-term stability.To resolve contradictions and disputes under the background of normalization of epidemic prevention and control,we need to give full play to the political advantages of the partys leadership and improve the grass-roots social governance system integrating “five governance”;innovate the ideas and concepts of resolving contradictions and disputes,and improve the “grid + network”dual network collaborative contradiction and dispute governance model;introduce the “four ring intervention” mode,build a “holographic” dynamic contradiction and dispute resolution mechanism,and finally realize social harmony and order.
