现代产权制度与农村土地制度改革

党的十六届三中全会提出,应当建立健全归属清晰、权责明确、保护严格、流转顺畅的现代产权制度。这是因为,现代产权制度不仅是现代企业制度的重要基础,也是加快我国农村经济发展、全面建设小康社会的根本条件。为此,要根据现代产权制度的要求,深化农村土地产权制度改革,全面确立农地现代产权制度。

The modern property system and the reform of the rural land system

The third plenary session of the 16th Central Committee of the CPC pointed out that we shall set up and improve the modern property relations that is characterized by"clearly established ownership, well defined power and responsibility, rigid protection, smooth circulation and high efficiency". The reason is that the modern property relations not only provide an important foundation for the modern enterprise systems, but also the fundamental condition for our task to accelerate rural economic development and build an all-round well-off society. Therefore, should according to the request of modern property relation, deepen the reform of property relations and establish it in an all round way.
