美国霸权:衰落还是延续

自20世纪50年代以来,历史上共出现了大约五次美国霸权衰落论。几乎每次衰落论都遭到霸权延续论的反击。"9.11"事件、"他者的崛起"、金融危机引发了新一轮的美国霸权衰落论与延续论之间的争论。然而,美国霸权的真实现状是美国的硬实力依然坚挺,遭受重创的只是美国的软实力。凭借美元霸权的融资能力、国民的忧患意识和政策的改弦易辙,美国照样能够渡过难关,并在相当长时期内延续其霸权。

America Hegemony: Is It To Decline or To Continue

Since the fifties of the last century,there have been approximately five rounds of debates over the problem of decline of U.S.hegemony in history.At almost each time,the argument for the decline of U.S.hegemony experienced counterattack from the argument for the continuation of hegemony.The ＂9·11＂ incident,other countries＇rise,the sub-debt crisis have triggered a new round of debate between the argument for the decline and the argument for the continuation of U.S.hegemony.The real situation of the U.S.hegemony,however,is that the U.S.hard power remains strong,only the U.S.soft power encounters a hard-hit.With the financing capacity of financial hegemony,the national sense of crisis and the change of policy,the United States will still be able to tide over its difficulties and countinue its hegemony for quite a long time.
