| 摘 要： | 分析三峡库区发展生物质能产业的意义及基础,从组织保障、利益协调、政府引导等方面对三峡库区生物质能产业的运营问题进行探讨。提出生物质能产业发展在基地林建设、加工流通、储备、市场服务体系建立方面所需要的政策措施,并讨论生物质能产业发展中资源筹措、生产加工、销售3个环节的应急保障措施。
