| Abstract: | President Jiang zemin discusses the development of morality which belongs to the ethnic civilization and the development of legal system which belongs to the political civilization,He takes the importance of them as the basic strategy of monitoring the country.Moreover he stresses the combination of them.It is the first time in the history of our country,the new ideological development of running the country made by the united effort of third generation central government,the enrichment and contribution of the theories for Marxian country. |
