农民视角下的农村基层政权职能履行现状研究--以湖北省荆州市J镇为例

当前农村居民期望基层政权能为经济发展提供完善的服务,解决好义务教育、总体社会秩序稳定、社会保障、可持续发展等问题,但具有不同特征的居民群体的诉求重点有所不同,而且由于基层政权与农村社区在发展目标和利益上的分离,导致其职能履行的实际状况与居民的期望间存在一定的差距。基层政权在履行其职能时,如何既考虑到社区整体的需要,又体现群体之间的差异性,是新形势下基层政权要面对的一个新问题。

Actualities of fulfilling function of the grass - roots regime in Countryside--A case study of J Town Jingzhou City of Hubei Province

Present rural residents expect the grass-roots political authority to offer complete services to economic development,settle such problems as the compulsory education,overall civil order stability,social security,sustainable development,etc.well,but with different characteristics demand focal points of resident's colony are different to some extent,and because of the grass-roots political authority and separation of the rural community on development goal and interests,lead to the fact actual state and residents' expectation one that function fulfils its there is certain disparity.Grass-roots political authority is while fulfilling its function,how to already consider community's whole need,reflecting the difference between the colonies again,is a new problem that the grass-roots political authority should be faced under the new situation.
