高校管理模式嬗变中领导干部的角色定位

摘    要:随着高等教育改革的渐趋完善,高等院校的管理模式也发生了嬗变,从集权式管理(一级管理)转向分权式管理(二级管理)。高校进行的人事制度改革要求领导干部正确对待集权与分权的问题,走出实际工作当中存在的观念误区。领导和管理是两个既有联系又有区别的概念,高校领导干部应明晰领导与管理的共同点和差异性,搞清楚自己在什么时候、什么情况、什么条件下选择集权和分权,只有这样,才能正确地行使领导或管理职能,有效提高领导力。

Abstract:With the reform of higher education becoming increasingly perfected,the management pattern in higher institutes of learning also changes from its traditional centralized form to the decentralized form,or from the one-level management to the dual-level management.The on-going personnel system reform requires the leaders' correct dealing with the problems of centralization and decentralization and spurn the misleading ideas that do exist in their practical work.The concepts of leadership and management are somewhat connected with and at the same time different from each other.To accurately wield power and improve the efficiency of leadership,the leaders have to master the similarities and the differences between leadership and management,and make clear at what time,under what circumstances and conditions can they choose centralization or decentralization.
