当前中国农产品供求形势与政策建议

2007年的中国农业农村经济继续保持了良好的发展态势,但同时却在居民食品消费价格上出现了持续走高的现象。中国农产品供需格局上出现的这种新变化与一些长期影响农产品供求关系变化的因素尤其是城乡居民对农产品的需求持续增长、农用土地资源不断减少以及部分农产品供求关系出现结构性短缺等有着密不可分的关系。面对这些新形势和新变化,展望未来,政府应做好如下几方面工作,即平衡好生产者和消费者之间的利益关系,稳定农产品市场;恢复和提高主要农产品的生产能力;在大力发展农业的同时必须防止主要农产品价格明显上涨后的大幅度回落;保护小规模养殖户的生产能力;进一步提高农民组织化程度;更加注重通过运用经济手段来合理保护耕地,等等。

The Situation and Policy Suggestions of Agricultural Products in Contemporary China

In 2007 China's rural economy was developing continuously,but in the meantime the prices of food were also higher continuously.Confronted with these new situations and changes,China's government should balance the benefits between producers and consumers,keep markets of agricultural products stable,restore and raise the productive capacity,prevent the lower prices after the higher prices,protect the small-scale breeders,raise the degree of peasants' organization,protect the arable land through economic means.
