| 摘 要： | 对改革开放以来中央有关流动人口管理的政策文本进行梳理和分析，可以发现，中国流动人口管理政策理念从拒绝管理，经有限管理和管理服务，已经发展到服务管理阶段。由于目前在管理实践中还存在着流动人口浅层城市化的问题和城市对流动人口逆向淘汰的问题，因此未来中国的流动人口管理应当树立“实有人口”理念，不断完善促进流动人口市民化的各项制度安排。
