区直管社区：城市基层社会管理体制的实践分析——以铜陵市铜官山区为例

长期以来，我国城市基层社会一直实行“街居制”管理体制。新时期，随着社会转型、企业转制和政府职能的转变，社区的居民结构和工作任务发生了深刻的变化。为适应城市治理和社会发展的要求，城市基层社会管理体制在保持“街居制”架构下经历了三次变革，并都取得了一定的成效，但同时都没有从根本上解决城市基层管理关系不顺、职责不清等难题。为此，需要用新思维来突破城市基层管理体制的改革困境，而铜官山区“区直管社区”改革契合了改革需求，通过撤销街道办事处，重构基层社会管理体制，实现了政府行政管理与社区自治的有效衔接和良性互动。
