民族村寨旅游业高质量发展的评价体系构建

推动民族村寨旅游业高质量发展，既是适应新时代社会主要矛盾转变的客观要求，又是发展民族地区经济和复兴民族传统文化的必然选择。只有构建科学的评价体系，才能为进一步完善民族村寨旅游业高质量发展提供方向指导。本文基于新发展理念，从产业创新发展、产业协调发展、产业绿色发展、产业开放发展和产业共享发展五个维度评估了包括旅游创新机制、城乡协调、产业资源共享等在内的15个指标层级和32个具体指标的民族村寨旅游业高质量发展评价体系。该评价体系可以初步掌握民族村寨旅游资源的利用质量及效果，及时反映出民族村寨旅游业高质量发展的整体情况，从而精准民族村寨旅游业高质量发展靶向。

Construction of an Assessment System for High-Quality Development of Tourism in Ethnic Minority Villages

High-quality development of tourism in ethnic minority villages can be defined as a coordinated development of local economies, societies, and ecologies, which is related to the overall coordination of various factors such as village population, environment, and culture. Research results show that ethnic villages are not suitable for extensive forms of tourism and economic development-due to their particular financial bases and limited resource stocks-yet instead should pursue high-quality tourism development. Findings indicate only in this way, full play can be given to the resource endowment advantages of ethnic villages, sustainable growth of village tourism economy can be increased, sustainable development of society and a benign cycle of ecology can be furthered, and the economic, cultural, and national revitalization in ethnic minority areas can be realized.This paper moreover learns that high-quality development of ethnic village tourism not only transforms the economic growth model and development path but also improves the development target system. Based on a new concept of development and starting from the connotation of high-quality economic development during the 14th five-year plan of China, this writing expounds on five main points of high-quality development of ethnic village tourism: urging innovation-driven development, demanding coordination as an endogenous feature, adhering to the concept of green development as a guide, adhering to the road of opening up, and adopting the practice of sharing as a fundamental development purpose. Findings reveal, however, several existing problems in the domestic tourism development evaluation system: as a consequence, this paper tries to build an assessment platform involving 32 specific indicators, such as the degree of digitization of tourism service platforms, the degree of integration between the tourism industry and the primary and secondary industries in ethnic villages, the number of intangible cultural heritage conventions and customs, the proportion of foreign investment in local tourism development, and the perceived level happiness of provincial villagers.This study expects that this new assessment system can effectively allocate ethnic village tourism resources with high-quality results, and provide a real-time across-the-board assessment of the tourism industry in ethnic minority villages. The purpose is to accurately target high-quality development of tourism in ethnic villages, enable minority villages to better grasp the development opportunities in the new era, help them clearly understand their strategic missions, give full play to their unique advantages in economy, society, and ecology, effectively link the achievements of poverty alleviation with rural revitalization, and promote the prosperity and progress of ethnic areas.
