政府公共服务职能创新的阻力及其克服

随着我国社会变革步伐的加快和民众对公共服务优质、多元选择性倾向的日益凸显，客观上要求政府在履行公共服务职能方面不断进行创新。然而，由于深受传统观念以及制度路径依赖等因素的深刻影响，政府在进行公共服务创新时依然面临着诸多方面的阻力，急需通过放松政府规制、适度市场化、提升政府回应度以及积极培养社会力量等途径进行政府公共服务职能创新。

The Way to Overcome the Resistance of Covernment Public Service Innovation

With the acceleration of Chinese social transformation and the increase of people＇s diversifying demand, the government is required to promote innovation in the performance of the public service function. However, due to the traditional concept and institutional ＂Path Dependence＂, the government is facing lots of stiff resistance in the public service innovation, so it urgently needs to carry out the innovation of the government public service function by such ways like relaxing the government control, promoting moderate marketization, enhancing the govemment＇s response and actively cultivating nongovernmental sectors.
