基于DEA和Malmquist指数的安徽省省属医院运行效率评价

文章基于数据包络分析(DEA)的BCC模型,结合Malmquist指数方法,分析2015—2019年安徽省12家省属医院的运行效率及变化情况,为"十四五"时期推动安徽省省属医院高质量发展提供决策依据。结果显示,2019年各省属医院综合效率值为0.686~1.000,平均综合效率值为0.906,其中技术效率平均值为0.959,规模效率平均值为0.945,6家医院为DEA有效,非DEA有效医院均存在投入冗余情况。2015—2019年省属医院全要素生产率平均值为0.981,其中纯技术效率变化指数上升0.5%,规模效率变化指数降低1.2%,技术变化指数在2017年后由降转升。2015—2019年安徽省省属医院整体运行较为平稳,纯技术效率显著提升,技术水平得到提高,规模效率低下制约医院发展,各医院运行效率存在差异。建议"十四五"时期省属医院转变发展方式,合理配置医疗资源,注重提升医院精细化管理水平,提高资源利用效率,从而实现医院运行效率的提升。

Evaluation of operational efficiency of Anhui provincial hospitals based on DEA and Malmquist index

Based on the BCC model of data envelopment analysis(DEA)and the Malmquist index method,this paper analyzed the operational efficiency and changes of 12 provincial hospitals in Anhui Province from2015 to 2019 to provide a decision basis for promoting the high-quality development of provincial hospitals in Anhui Province during the 14 th Five-Year Plan period.The results showed that the overall efficiency values of provincial hospitals in 2019 ranged from 0.686 to 1.000,with an average overall efficiency value of 0.906,of which the average technical efficiency value was 0.959 and the average scale efficiency value was 0.945.Six hospitals were DEA effective,and all non-DEA effective hospitals had input redundancy.From 2015 to 2019,the average value of total factor productivity of provincial hospitals was 0.981,among which the pure technical efficiency change index increased by 0.5%,the scale efficiency change index decreased by 1.2%,and the technical change index turned from decline to rise after 2017.The overall operation of Anhui provincial hospitals was relatively stable from 2015 to 2019.The pure technical efficiency increased significantly.The technical level improved.The low scale efficiency restricted the development of hospitals.There were differences in the operational efficiency between hospitals.It is suggested that provincial hospitals should change their development mode,allocate medical resources rationally,focus on improving the level of hospital refinement management,and improve the efficiency of resource utilization during the 14 th Five-Year Plan period,so as to achieve the improvement of hospital operation efficiency.
