| 摘 要： | 在对徐闻调研的基础上,探讨生态农业经济"公司-生态文明村-农户"双轨道运行的发展模式;并形成以生态农业、农业产业化为中心,生态文明村为依托,保证农民最低生活保障三者互动运行的农村基本社会保障模式;就农村基本社会保障体系资金的筹集、用途、运营及管理,提出"四条保障线"、"双系数"方案、"妇联协助管理法",体现在农村社会保障体系内坚持"公平优先,兼顾效率"的原则.

| Abstract: | Based on our investigation in Xuwen county, this paper discusses, first, the double-orbit developing mode of "Corporation - Ecological Village - Farming Households", second, the basic social welfare system based on the ecological agriculture and villages and the industrialization of farming to ensures the farmers' lowest living standard in the rural areas and, third, the four-guarantee, two-coefficient and Women Union assisting management plan to deal with the collection, use, operation and management of the fund for the basic social welfare system in the rural areas according to the just and efficient principle. |
