民办高等教育发展问题的比较与思考

我国民办高等教育的发展现状和存在的问题,可以从立法、经费来源、学校管理三个角度来分析。我国民办高等教育的发展应借鉴美、日及台湾等私立高等教育发达国家和地区的基本经验,并注意突破观念障碍,营造民办高校发展的良好舆论氛围;应加紧对《中华人民共和国民办教育促进法》实施细则的研究、讨论及制定,并保证其有效执行;应建立多渠道的资金来源,为民办高校的发展提供可靠的经费保障;应加强民办高校管理,促其良性发展。

A Comparative Research on the Private Higher Education Development

The present developing state and the existing problems of the private higher education of our country can be analyzed from three visual angles:legislation, source of funds and administration. Learning from the basic experience of the countries or districts such as America, Japan, Taiwan, etc. where the private higher education is highly developed, we should eliminate the sense obstacle and prepare fine public opinion for the development of private higher education, speed up the study,discussion and formulation of detailed rules and regulations of the'Private Education Promoting Technique of the People's Republic of China',guarantee its effective observance, set up multi-channel funds channel, provide reliable outlay ensurance, strengthen its management and promote its good development.
