| Abstract: | In modern economic life, the government and the market allocate the resources in a joint manner, but both could bring about functional failure. We should make clear distinction between the government behavior and the market behavior according to the norms of efficiency. The article puts stresses on that the government should correct the market failure on the basis of efficiency and take efficiency promotion as its goal. |
