竞争性选拔的制度属性、逻辑起点及效用分析

摘    要:竞争性选拔制度是在克服传统干部选任制度的弊端,丰富干部人事制度改革路径的前提下建立的.因此,在技术层面探讨的基础上,对制度本身的理论定位和理性反思显得尤为重要.在制度属性上,竞争性选拔制度是糅合推荐制、选举制、考试制的一种"制度集合体",其逻辑起点是"选拔",而社会身份和晋升性流动则是"选拔"的两个基本支点.目前的竞争性选拔制度,其效用的大小关键在于制度本身所蕴含的民主化与科学化的成分及可操作程度.
