| 摘 要： | 安多藏区有着众多信仰藏传佛教的民族,更具有上令下达、下情上传的重要区域功能。文章通过对清代前期实施于此处的藏传佛教政策"威德"两方面的考察,可知其政策形式上虽然万端变化,但"宗旨"不变,即,便于其有效地管理藏区、服务于统治阶级的利益。
