| 摘 要： | 公共住房是公益性和福利性住房，成为维护社会稳定和服务民生保障的重要基础。在新型城镇化时期，公共住房研究焦点已经不是“建与不建”和“建多建少”的问题，而是“怎么建好”和“怎么用好”的问题。通过详细分析公共住房申请者和使用受众对使用前后的评价，汇总出公共住房在建设过程中存在的问题，明确公共住房受众的居住需求。基于规划布局、功能设计和服务能力角度，提出完善我国公共住房建设质量的具体措施，更好地实现以人为核心的新型城镇化目标。
