An Analysis of Higher Education in Flanders (Belgium):Changing the Binary Divide: University and Non-university Higher Education

This paper is a discussion of the history and role of university and non-university higher education in Flnaders, Belgium, and at the same time examines a series of higher education decrees adjusted by Flanders government to increase the degree of autonomy and academic freedom in both university and non-university higher education, and to establish a new system of "association" between the two to further narrow the gap. These new ideas and reform measures carried out in Flanders better connect the regional higher education system with worldwide practice in accordance with Bologna Process, and create more opportunities for higher education development as well.
