当前我国的新农村建设:共识、分歧与机遇

新农村建设是我国在新世纪新阶段解决"三农"问题的新思路新战略。学界对此展开了深入的研讨,并就新农村建设产生的背景、特点及其基本出路达成广泛共识。但对具体的建设路径存在严重分歧:一种观点主张发挥城市的主导作用,以城带乡,以工促农,建设新农村;另一种观点主张立足国情以农为本,建设文化福利式的新农村。而城乡统筹是21世纪城乡关系发展的新趋势,这为我们提供了一个新机遇。城乡统筹有利于发挥城市与农村两个积极性建设社会主义新农村。
