我国城乡社会救助一体化发展的体制障碍

我国的社会转型从其直接动因来说是经济体制和政治体制改革推动的,所以转型时期体制因素对我国社会救助制度的发展影响深刻。作为政府行为的社会救助活动,在我国具体实施和操作中,特别是受到二元社会结构体制、行政管理体制、财政支付制度、社会参与机制、法律制度结构、社会救助机制本身等一些体制性障碍的制约,严重制约了社会救助一体化发展的顺利实施和全面推进。在分析体制障碍客观存在的基础上,重点论述了体制障碍对社会救助的负面影响,并提出一些政策性建议。

The Institutional Obstacle for Integrated Development of Urban and Rural Social Assistance

Social transformation is directly promoted by its economic and political reforms in China so institutional factors have great impact on the development of social assistance system. The social assistance activities, as a government behav- ior, is hindered in implementation by dual society structure system, administrative system, financial payment system, social participation mechanism, the legal structure system and social assistance mechanism. The smooth development and promotion of social assistance have thus been seriously hampered. Basing on the analysis of objective existence of the in- stitutional obstacles, this paper focuses on the negative impact of the system obstacle on social assistance, and then makes some policy recommendations.
