| 摘 要： | 通过对江苏省近年来技改项目财政贴息支出在刺激企业增加技改投入、银行增加技改贷款上的作用,以及技改贴息对技术进步和工业经济增长的贡献进行的实证分析,发现财政贴息对企业及银行的行为均起到了一定的激励作用,技改贴息与江苏省技术进步速度之间存在着正相关关系。

| Abstract: | This article analyzed the functions of the finance discount policy for technique innovation projects in Jiangsu province.It is found out that the policy can give incentive to the enterprise and the banks so that they invest more capital in the technique innovation,and there is a positive correlation between the expenditure of technique innovation finance discount policy and the technique advance.The research is conducted through an empirical analysis on the role of the expenditure of technique innovation finance discount policy in stimulating enterprises' technique innovation investment and increasing banks' loans to the innovation. |
