社会公平视角下公共政策有效性的路径选择——关于公共政策效能的一种理论诠释

公共政策效能问题是公共政策研究的焦点议题。作为对社会资源进行权威性分配的公共政策,应以社会公平为价值取向来实现社会成员福利的最大化。西方学术界对公共政策效能进行分析的精英模式和政治过程模式,都存在着自身难以克服的缺陷和不足。提高公共政策效能的路径选择,在于政策制定者的价值偏好和公众意愿之间的有效衔接和互动,这一有效衔接的桥梁和纽带便是公共舆论。

Channel of the Effectiveness of Public Policy in the Perspective of Social Equality:A Theoretical Analysis of the Efficacy of Public Policy

The effectiveness of public policy is the key issue in public policy studies.As an authoritarian tool in the distribution of social resources,public policy’s value orientation should be the realization of the maximized welfare of social members.The two models in the west public policy studies in analyzing the effectiveness of public policy that are the model of elite and the model of political process both are with shortages that they can not overcome by themselves.This article raises the idea that the channel to improve the efficacy of public policy is based on the effective combination and interaction of the elite preference and the public will,which is public opinion.On the forum that public opinion provided,the public and elite seriously express and select public policy choices that both overcome the narrowness in elite preferences and dissolve the rational ignorance of the public in public policy participation.
