摘    要:公务员约束与激励机制的健全,在一定程度上能保证公务员办事的高效率。但是,我国却存在着约束与激励不平衡、分配制度不完善、约束环节薄弱、法律制度不完备等问题,因此,应当确立"以人为本"等相应原则,建立财产申报等相应制度,健全公务员权利救济等相关法律,从而促进我国公务员队伍的建设,保证我国行政机构的良性运行。
