社区服务驱动力激发与政府角色调适

社区服务驱动力是推动社区服务发展的动力机制,内含供给主导式的外部驱动力和需求诱导式的内生驱动力。由于我国政府的角色偏差,社区服务陷入外部驱动力过度和内生驱动力不足的困境。有效激发社区服务驱动力的政府角色调适路径应是:激发外部驱动力应理顺社区服务管理体制、优化社区服务结构体系;激发内生驱动力则需完善社区服务多元供给机制、大力培育社区服务队伍、健全居民参与途径。

Stimulation of the Driving Force of Community Service and Adjustment of Government＇ s Role

The driving force of community service, a dynamic mechanism that promotes the development of community service, includes both external driving force dominated by supply and internal driving force induced by demand. At present the excessive external driving force and the scant internal driving force have jointly led the community service into a difficult position, due to the deviation of government roles. In order to stimulate the driving force of community service ,we should adjust government roles through the following two paths：（ 1 ） We should straighten out the managing institution and optimize the structure of community service to stimulate the external driving force. （2） We should improve the muhi - supply mechanism of community service, culti- vate the community service teams and develop the approaches to encourage residents＇ participation to stimulate the internal driving force.
