| 摘 要： | 从分析资源环境的经济性与生态性这两点特性入手,阐释了公法配置资源的可能性和缺陷。认为通过物权法及财产法确立资源产权交易制度的方式,就能够改变资源环境的现状,使经济的可持续发展得以实现。

| Abstract: | This article analyses two features of resources and environment: economic and ecological,then interprets the disadvantages that allocates resources by the public law,and the possibilities that protects environment by the private law.Finally,the author wants to establish the transaction of property right system in order to change the present situation of the resources and environment. In a word,the ultimate aim is the sustainable development of economy will be realized. |
