“普法”对于“守法”的功能意义是由“知法—守法”与“知法—维权—守法”两个命题共同支撑的.然而,这样两个命题并没有在“普法”与“守法”之间建立真正意义的联系.只有将普法看作一种特定的、实现意识形态“社会黏合”功能的方式方法,“守法”才能真正实现.未来的普法重心既不是法的“暴力性”也不是法的“功利性”,普法应以论证法律的“合法性”为基础,在普法者与普通民众之间建立起有效的“良性互动”机制.

Between the Legal Popularization and the Law-abiding:Exploring the Significance of the "Society Adhesion" Function of the Ideology

The significance of the "legal popularization" for "law-abiding" is supported by propositions of "law-knowing,law-abiding" and "law-knowing,rights safeguarding,and law-abiding" jointly.However,the real meaning contacts of these two propositions have not been established between the "legal popularization"and "law abiding"."Law-abiding" cannot be realized until the legal popularization is seen as specific ways and means of actualizing the"society adhesion"function of ideology.Neither the "violence" nor the "utilitarianism" of law is the center of the future of the legal popularization,and the legal popularization should be based on the "legitimacy" of the argumentation and should aim at establishing the effective positive interaction mechanism between the legal popularization and the general public.
