中国红十字会救治1918年浙江时疫述论——以《申报》为考察中心

1918年浙江时疫发生后,中国红十字会积极派遣救护医队奔赴疫区,开展救援活动.在这次救治活动中,中国红十字会深入疫区,施诊赠药,调查疫情,宣传和采取各种避疫措施等,推进疫区公共卫生建设,有效缓解了时疫对浙省社会的冲击.红十字会与其他慈善组织的相互配合,红会医务人员的专业素质和无私奉献精神以及预防和治疗并重的救治活动是此次时疫得以顺利肃清的有力保障,显示出民问社团在社会救助中的巨大潜力.同时也暴露了红十字会救灾力量分散和不足的缺陷.

A Study on the Role of Chinese Red Cross in Stamping out the Epidemics of Zhejiang in 1918:A Textually-based on Shenbao

In 1918,when the epidemic broke out in Zhejiang Province,the Chinese Red Cross immediately dispatched the medical teams to the stressed areas for relief and control:entering epidemic areas,providing free medical treatment with medicine,surveying epidemic situation,publicizing the knowledge and measures for the quarantine and control of the epidemic and improving the local public health institution and facilities.As a result,the blow to the provincial society was relaxed.In collaboration with other charitable organizations,the CRC with its fine professional quality and selfless commitment and the principle of equal stress on prevention and treatment not only put out the epidemic but also displayed the strong potential of civil organizations in the social crisis relief.The action also revealed the scattered and weak relief caliber of the CRC.
