摘    要:通过问卷调查和数据研究,对长三角沪、苏、浙、皖地区科技人才配置现状进行比较分析,从汲取效应角度出发,分别以静态、动态两个层面探寻安徽省科技人才配置及流动的影响因素.针对安徽省科技人才配置中存在的人才量偏少、人才流失严重等现象,考虑个体因素和城市宏观因素的影响,提出留住本省人才、发展品牌经济、进行柔性化管理、实现区域人才共享等人才开发对策.

Abstract:By conducting a questionnaire survey and reviewing previous research data,this paper compared the S&T talent allocation in Shanghai,Jiangsu,Zhejiang and Anhui Provinces,and further studied,according to absorbing effect,the situation in Anhui Province through the static and dynamic modes respectively.In allusion to such issues as relative smaller capacity of talents and serious talent outflow,taking into consideration of individuals as well as cities,it offers proposals for the talent development in the province: to retain their own brains,to develop brand economy,to promote flexible management and to realize talent-sharing mechanism.
