| 摘 要： | 在近代中国,农会是农民组织化进程中非常重要的形式.近代农会立法演进的历程,彰显政府在一定程度上对农民结社自由与自治管理权的肯定和推动.历代政府主导的有序变革经验表明,可以试图通过农会立法有效笼络乡村精英实现乡村治理,达到管控与自治机制相结合而良性互动、稳定乡村社会秩序的目的.

| Abstract: | In modern China,peasant association is a very important voluntary group with an agreement to accomplish a purpose in the process of peasant organization.The progress of legislative evolution of peasant association demonstrated that the government affirmed and promoted the development of peasant rights to the freedom of association and autonomous governance.The orderly change,led by the government,attempted to achieve the objective of the social order,the rural governance,the positive interaction between management and control and autonomous governance by promoting peasant association legislation and winning the support from local rural elites. |
