在多元、开放和竞争的办学格局中,高校要在竞争中取胜,就必须以科学发展观指导制定发展规划,准确定位,着重从适切性、质量与国际化三个高等教育的核心理念去把握教育发展的问题,达到全面、协调和可持续的发展。要确立规划的战略重点,注重以人为本,抓好师资队伍建设、突出学生培养的中心地位和学科建设的龙头地位,切实采取措施作为规划实施的保障基础。

Devising School Educational Development Plan with the Scientific Development Concept

In order to excel in the multiple,open,and competitive schooling environment,higher education institutions must conduct the school education development plan with the Scientific Development Concept.In particular,they must tackle the educational development issues with such three higher education core concepts as relevance,quality,and internationalization so as to achieve comprehensive,coordinated,and sustained development.They must also define the strategic focus of the development plan,emphasize the importance of regarding human beings as roots,reinforce the staff team,lay stress on the focus of cultivating students and the leading position of building up disciplines,and take practical measures to ensure the plan's implementation.
