| 摘 要： | 宪法的权威性在于它的稳定性,保障公民权利是宪法的核心价值。新一次宪法修改应当在前三次修宪经验教训的基础上,突出对公民权利的保护,增加程序性规定,完善宪法解释制度,以更好地实现宪法价值,体现出此次修宪前所未有的价值取向,改变宪法频繁被修改的状况。

| Abstract: | The authority of constitution lies in its stability.The constitution's key value is to safeguard the civil rights. The new amendment to the constitution should make the foundation on the former experience. It should stress the protection of the civil rights, increase the procedural rules, perfect the system of constitutional interpretation, change the condition of frequent am en dment and reflect the values never be provided.Only can this way protect the authority and make the values of constitution become reality. |
