高等教育私人成本分担与收费分析

The Analysis of Private Cost Share and Charge in Higher Education

With the full development of socialist market economy and the continual enlargement of higher education in our country, the problems of scale and quality, input and efficiency caused by lack of education funds have become the problems which have drawn attention from the economical circles and educational circles. As an important compensable means for educational charge, the private cost share and charge in higher education,according to equity principle of market economy profit and input,not only changes the lack of charge and irrationality of employment and arrangement in the past caused by the mono-state investment in higher education,but also embodies the equal and efficiency principle in higher education. Through the analysis of the cost connotation, the theory foundation and the significance of implementing private cost share, it provides policy basis and principle for higher education. Meanwhile, when drafting the cost share principle in higher education, we should pay attention to the unbalanced structure of economical development, the differences in different districts and the citizen's enduring ability at present, and guarantee the rationality and justice of private cost share's policy and charge.
