北平临时分会的设置与撤销：国民党各派对华北的角逐

北平临时分会是国民党中央在奉系集团退出平津地区后在华北设置的第一个介于中央与地方之间的机关。它的设置，是国民党各实力派势均力敌和蒋介石推行暂由阎锡山担负华北重责以牵制冯玉祥、桂系之计划的结果。它的“政治指导”区域的划分，取决于各派在华北的角逐情况。设置之后，蒋介石又设法限制，其他各派的态度也根据各自利益而定，因此它名义上负责“指导”与“监督”冀热两省和平津两市，实际上虚有其名。虽然国民党中央规定了各地政治分会不能兼管党务，但由于蒋介石企图掌握华北地方党部，北平临时分会竭力改组河北与北平的党部，张继北上继任该分会主席的原因即在于此。但他在阎锡山的掣肘下无能为力，并在蒋阎关系变化下提出辞职。最终北平临时分会在这纠纷中撤销。
