舆论环境的变化与舆论引导新格局的形成

在传媒发达的时代，社会舆论变得非常灵敏，外界的微小变化都可能在公众之间引起较大的舆论波动。当前我国正处在社会转型期，各种社会矛盾的凸显使各地政府普遍处于“超载运行”的状态。当利益格局分散、社会矛盾增多时，社会舆论就会呈现出纷繁复杂的状态。加强舆论引导，保持正确的政治导向，是意识形态工作的重要任务，也是国家稳定的重要前提。面对转型期日益复杂的舆论环境，我们必须建构一个定位明确、特色鲜明、功能互补、覆盖广泛的舆论引导新格局。

Public Opinions: Changed Environment and A New Pattern of Guidance

Public opinions are so sensitive in the information age that a slight change in the extant world might make a sensation in the public. Since China now is in a transitional period, conflicts of different sorts have brought forth such a headache to governments of all levels that they are always in a state of ＂being overloaded＂. Besides, public opinions will waver as a result of increased social contradictions and the conflicts of different interest groups. Therefore, the guidance of public opinions to ensure correct political direction dominates ideological work and safeguards domestic stability. To handle the changed environment at the transitional period, we should construct a new pattern of guidance for public opinions with a clear purpose, distinctive features, complementary functions and a wide range of coverage.
