| 摘 要： | 信息不对称是人力资本国际迁移中的重要影响因素。通过对海外科技人才群体获取中国国内人才引进政策信息的途径、与中国驻外人才机构的直接接触、了解中国人才引进政策信息的程度等方面的调查发现，人才政策的制定主体与政策对象之间的信息不对称导致了海外科技人才的逆向选择、人才高消费与人才浪费、不诚信流动等问题。建议从矫正行政部门与用人单位在海外科技人才引进中的角色定位、引进工作的专业性、加强信息采集与甄别、构建不同机构间的信息共享机制等方面入手，促进人力资本市场的完善。

| Abstract: | Information asymmetry is one of important factors in international migration of human capital, and so some of China＇s oversea science and technology talents often encounter adverse selection, imbalance of supply and demands, waste of talent and so on. Some of high-level oversea science and technology talents even abandon the chance to return to China. The article tries to analyze the phenomenon of information asymmetry and the countermeasures based on an important survey items in 2009. |
