从中俄石油管道项目"安大线"的夭折看中日能源战略竞争

进入21世纪,中俄战略协作伙伴关系得到稳步发展,两国达成中俄石油管道“安大线”合作协议。但在“安大线”项目落实过程中,日本突然插手,欲与俄罗斯合作修建“安纳线”石油管道,中日两国在能源战略利益上发生碰撞。中日两国竞争俄罗斯能源的结果是,俄罗斯政府放弃了与中国“安大线”和日本“安纳线”的合作项目,从而使中俄“安大线”合作项目夭折。中日两国对俄罗斯能源的利益之争不是单纯的能源利益之争,它隐含着地缘经济、政治战略的竞争。同时,它促使中国重新思考今后的能源战略问题。

Sino-Japan Strategic Competition of Energy Resources reflected by the Failure of Sino - Russia Anda Oil Pipe Line Project

Since 21th century the strategic and cooperative partnership between China and Russia has developed steadily.The two countries have reached cooperative agreement of a project called Anda Oil Pipe Line(Anda Line).But when Anda Line was under construction Japan meddled and attempted to build Anna Line instead.As a result of the collision between China and Japan over the oil pipe lines project with Russia,Russian government has abandoned Anda Line with China and Anna Line with Japan.The Sino-Japan competition in Russia is not only the competition for energy interest but also the competition for geo-economy and political strategies.At the same time all this makes it necessary for China to rethink about her future energy strategies.
