河长制对村域河流治理绩效的影响及作用机制

基于江苏、湖北、宁夏三省(区)106个村庄的实地调查数据,采用倾向得分匹配法(PSM)构建反事实框架,实证分析了河长制对村域河流治理绩效的影响效应及其作用机制。研究发现,河长制显著地提升了村域河流治理的环境绩效和社会绩效,而对经济绩效未产生显著影响,且使用工具变量法克服内生性问题后这一结论依然成立。河长制对村域河流治理绩效的提升作用依地理区位、村级河长权威、河长制推行时间的差异而存在异质性。机制分析发现,河长制可以通过增强激励问责、提升环境规制与促进公众参与三种渠道影响村域河流治理绩效。上述研究为河长制全面推行这一主题提供了理论解释和经验证据,也为增强河长制在末端场域的治理效能提供了政策启示。

The Influence of River Chief System on Village River Governance Performance and Its Mechanism

Based on the field survey data of 106 villages in Jiangsu,Hubei,and Ningxia provinces (regions),the propensity score matching method (PSM) was used to construct a counterfactual framework,and the influence of the river chief system on the governance performance of the village rivers and its mechanism was empirically analyzed.The study found that the river chief system significantly improved the environmental and social performance of the village river governance,but did not have a significant impact on the economic performance,and the conclusion was still valid after the instrumental variable method was used to overcome the endogenous problem;The improvement of village river governance performance is heterogeneous depending on the geographical location,the authority of the village level river chief,and the implementation time of the river chief system;Further analysis of the mechanism found that the river chief system can enhance incentives and accountability and improve environmental regulations.Three channels and promotion of public participation affect the performance of village river governance.The above research findings provide theoretical explanations and empirical evidence for understanding and promoting the overall implementation of the river chief system,and also provide policy inspiration for enhancing the governance efficiency of the river chief system in the terminal field.
