场域中的社区照顾及其行动策略——来自长春市崇智社区的经验与启示

随着社会转型时期社会问题的社区化和家庭的小型化及其功能的社会化,客观上需要发展社区照顾与服务。通过整合社区内外资源,以及政府与民间力量的结合,社区照顾不仅为弱势群体提供更多的社会支持,而且避免了社会福利单纯由国家提供的弊端,增强社区居民的参与。和心俱乐部组织下的老人社区自我照顾模式,创造了社区照顾的重要经验,有利于和谐社区的建设。但是由于体制和资源的约束,和心俱乐部等非正式社区组织的运行需要政府支持。

The Actions' Sustaining of Community Care under the Circumstances' Restriction—— A Case Study of Chongzhi Community in Changchun City

In the period of social transition in China, the social problems emerging in community and the existence of weak groups call for community care. Through the integration of community resources, and the combination of the powers from both government and non-government, community care will not only provide more social aid to the weak group but also avoid total dependence on the state welfare and enhance residents' social participation. The mode of the old self-caring in community organized by Hexin club provides an experience about community care, and profits the construction of community harmony. But for the institutional and capital restrictions, it needs the government support.
