从大学章程看高校内部治理结构的再定位

高校面向社会依法自主办学，需要加强内部管理和建设，以制度化因素规范和保障学校的健康发展。大学章程作为高校中的“宪法”，是学校的根本制度，因此大学章程建设是否完善直接影响到高校发展。从目前来看，我国高校内部治理中还存在着很多矛盾和问题，这些矛盾和问题折射出大学章程建设的某些漏洞和不足，通过国外大学章程的比较和借鉴，提出了如何对我国高校内部治理结构的再定位的建议。

The Re - location in the Internal Management of the University within the Framework of the University Charter

Universities run independently according to the law for the society. It needs to strengthen its internal management and construction and guarantee its healthy development. The University Charter, as the constitution of the university, is the basic system of the university. So the construction of the University Charter influences the development of the university directly. For now, there still exist a lot of problems and contradictions in the internal management of the university which reflect some shortcomings of the University Charter. By comparing with the foreign countries and then taking for our reference, the author puts forward some suggestions on the re - location in the internal management of universities within the framework of the University Charter.
