服务型政府构建中的基本公共服务均等化的实现途径探析

基本公共服务均等化是今后五年我国政府工作的核心任务.它与服务型政府之间具有紧密的联系,这种内在的契合主要体现为公民本位、公平正义、均等共享、协同服务、科学发展等价值理念.实现基本公共服务均等化目标,加快政府行政体制改革,应以服务型政府建设为切入点,不断强化政府对基本公共服务的财政保障,逐渐完善政府基本公共服务决策参与机制、公共治理机制以及公共问责机制,把解决民生问题作为突破口.

On the Approaches to Basic Public Service Equalization of a Service-oriented Government

Basic public service equalization is a core task for the Chinese government in the next five years.Closely related to the service-oriented government,the basic service equalization fits inherently with such values as citizen standard,fairness and justice,equitable sharing,collaborative service and scientific development.It is necessary to take people’s livelihood issues as a breakthrough and build a service-oriented government to attain the goal of the basic public service equalization and accelerate the reforms of the administrative system.It is also necessary to take the construction of a service-oriented government as a starting point so as to constantly strengthen the financial security for basic public services and gradually improve the government public decision-making mechanisms,the public governance mechanisms as well as the public accountability mechanisms.
