| 摘 要： | 科学发展观作为21世纪中华民族实现伟大复兴的指导思想和思想纲领,同马克思列宁主义、毛泽东思想、邓小平理论和"三个代表"重要思想是一脉相承而又与时俱进的科学体系,是马克思主义在中国发展的最新成果。科学发展观作为一个庞大而又复杂的科学体系,在实践中的有效实施和运行需要一定的基本要素作为支撑和保障。这些基本要素包括:经济发展、制度完善、价值认同、党的建设等。
