涉农阶层对都市农政的满意度调查与分析——以上海市10个涉农区县为例

通过调查发现,在目前都市农村,村民与村干部的关系比较融洽与和谐;技术培训、农业保险、农业规划等农业服务对农民增收具有重要作用,建立健全农业生产服务组织是提高农业竞争力的关键;经过税费改革以及农业税取消,农民的税费负担已十分轻,但与土地规模相关的费的问题依然困扰种植大户经济发展;农民对国家的法律与法规认识主要渠道来自最现实的事件处理。总的看,在都市,农政的执行,大多数农民是满意的。

The Satisfaction Investigation on the Peasantry to Agricultural Policy in Shanghai——Based on the Investigation on 10 Agriculture-related Districts and Counties in Shanghai

The outcome of this investigation shows: currently in urban country,the relationship between villagers and village cadre is relatively harmonious.Agricultural services,such as technical training,agricultural insurance and agricultural programming,play an importance role in farmers'income growth.Therefore,establishing an all-around service organization for agricultural production is the key to improving the competitive capability of agriculture.After the taxation reform and agricultural tax exemption,the fee and tax burden of farmer were greatly reduced.However,the fee about land scale still is an obstacle for the large planting farmers.The main way for peasantry to learn civic law and regulations comes from the experience of treatment with the real case.Generally speaking,in Shanghai,mostly farmers are satisfied with the implementing of agricultural policy.
