中国积极财政政策效应分析

自 1998年下半年开始 ,我国政府实施了积极的财政政策。连续四年实施积极的财政政策 ,使我国宏观经济运行出现了景气回升的重要转机。积极财政政策在拉动经济增长方面发挥了巨大作用 ,但在国民经济稳定增长的同时 ,民间投资的增长速度仍比较缓慢 ,制约消费增长的瓶颈性因素也还比较多。利用近几年国民经济运行数据 ,运用实证分析与规范分析相结合的方法 ,对积极财政政策在投资、国债和税收等方面的效应进行系统全面的分析 ,对于增强未来积极财政政策的作用效应 ,促进国民经济持续、快速、健康和平稳增长有着非常重要的现实意义。

Analysis of effects of positive financial policy in China

In 1998, Chinese government began to apply the Positive Financial Policy and had been seeing some achievement in the operation of macro-economy in China in the following four years. Positive Financial Policy played an important role in promoting the economy growth. While during the stable period of economy growth, the rate of civil investment was still slow, and there were still many vase-necked factors of preventing the increase of consumption amount. Based on recent years' data of National Economy Function, using the integrated method of evidence analysis and normative analysis, this paper analyzed the effects of Positive Financial Policy on investment, National Debts and taxation.
