论中国的海洋意识与和平崛起

中国自古是一个以陆地为主要依托的国家,农耕文明长期占据主导地位.近代以来,海洋意识缓慢增强,在海洋建设方面也取得了一定的成就,但对海洋的综合开发能力与发达国家仍有相当差距,同周边邻国还存在一系列的海洋纠纷.真正制约我国海洋事业发展与和平崛起的是滞后的海洋意识和海洋观念.随着新一轮全球化海洋意识的膨胀,中国必须在<联合国海洋公约>建立的国际秩序下,从提升海洋意识走向全面开发海洋,发展海洋事业,制定长期的海洋战略,合理解决与周边国家的海上纠纷,为中华民族的伟大复兴奠定基础.
