财政与金融支农整合的理论架构与方略

依据1987-2006年时序数据展开实证研究,结果发现:改革以来,政府扶持"三农"的财政与金融手段均陷入困境,财政支农效率低下与金融支农积极性不高并存且互为表里;而财政与金融彼此割裂地"单干"式支农是二者均陷于困境的主要原因.基于此,为提升财政、金融支农能力,就必须以整合观为指导,将二者有机结合起来,发挥各自在支农上的比较优势,以强化支农资金的政策功能和使用效率.

On Integrating Fiscal and Financial Means of Subsidizing Agriculture,Countryside and Farmers:an Empirical Analysis on Data from 1987 to 2006
