中国新农村基础设施环境规划战略研究

中国新农村基础设施是“三农问题”的灵魂，农村基础设施定位与环境规划战略息息相关，随意性中国新农村设施带来直接和潜在的短期和长期损失，依据科学定位塑造环境规划，避免环境恶化，增强现代技术的集聚效益和自然历史的传承。文章对中国新农村基础设施和环境规划的内涵的界定，分析中国新农村环境规划与塑造农村基础设施的内在联系和两者的交互作用关系，提出选择适应的中国新农村基础设施需求进行环境规划理念创新的对策与建议，农村资源通过农村基础设施的环境规划的战略有机结合，最大限度地和谐发展和可持续利用，以期为中国新农村基础设施的环境规划的发展提供科学的依据。

Study on Environmental Planning Strategy of Infrastructure in Building New Countryside of China

Infrastructure of China＇s new countryside is the soul of issues of “farmer,agriculture and rural areas”. The localization of infrastructure is closely linked with environmental planning. Therefore, it is necessary to remedy the direct or potential long--term or short--tem lose by the random development of environmental planning in China＇s new countryside. According to the scientific localization, deterioration of the environment should be avoided, aggregation effect should be strengthened and natural history should be inherited. This paper defines contents of the infrastructure and environmental planning, analyzes reciprocation relation between environment in China＇ s new countryside and the infrastructure planning and puts forward some countermeasures that the infrastructure in China＇s new countryside must be in coincidence with the ideas of environmental planning, that rural resouces must be combined with the strategy of environmental planning through the infrastructure planning, and to the utmost extent to achieve harmonious development and sustainable uses,with the purpose of offering the scientific bases for the development of environmental planning of the infrastructure in China＇s new countryside.
