| 摘 要： | 西藏实现经济社会跨越式发展,需要一种新的发展思路和行为模式,需要进行经济结构深层次的调整。本文正是根据思路创新、体制创新、科技创新的要求,提出了“厚实基础,强健两翼”这一跨越式发展思路。这是围绕“结构调整和壮大特色经济”这一跨越式发展主线所进行的初步探讨。
