加快江苏以信息化带动工业化的策略与路径研究

江苏工业化在长期发展的实践中确实取得了丰硕的成果与经验,但是与之相伴而生的问题也不少,对比发达国家的工业化程度和我们自身的要求,均有不小的差距,在入世的情况下,工业经济从技术到设备到管理,从总量到结构到效益,从生产到市场到竞争力,都存在着巨大的压力和不适应性,增长速度趋缓,经济效益不高,产业、产品与技术结构不合理,企业体制改革不到位,经营管理制度创新不足,工业化发展中农村劳动力转移缓慢,城市化滞后,等等。这些问题,已成为江苏区域工业化深化推进的严重制约因素。实施信息化带动工业化战略,就应以解决这些问题为己任。解决这些问题不能只靠信息化,但也离不开信息化,通过发展信息业,推进经济社会信息化,以信息化带动工业化,可以直接间接地促进这些问题的解决。就此而言,我们的基本思路与策略是:加快信息化带动产业升级转换,加快信息化促进企业经营管理现代化,加快信息化推动城市化和农村劳动力转移。为此,信息业本身必须做大做强,信息化自身必须加快发展。

Research on policies of speeding up the industrialisation with the aid of information achievements

While great achievements have been made in Jiangsu's industrialization, problems remain and distance exists in our requirements and in comparison with the developed countries. Inadaptability is obvious in many respects including technology, equipment, management, industrial output, construction, benefit, production, market and competitive power. The solution of these problems becomes our first task. Therefore, our strategy is to speed up the development of information industry so as to promote the rationalization of production structure, the modernization of management, the urbanization and the transference of rural labor force.
